1. Formulate regional policies, rules, regulations and other issuances on the general supervision of local governments, particularly capacity development, performance oversight, local autonomy and community empowerment;
2. Promulgate, enforce, implement and monitor policies, rules, regulations and other issuances the general supervision of local governments;
3. Strengthen the administrative, technical and fiscal capabilities of MILG and local government offices and personnel;
4. Formulate, implement and monitor policies, plans and programs for emergencies arising from natural and human induced calamities.
